I've found the solution. Look at the following site.

For me it is resolved. Above the login screen remains alone that the plug-in should be updated but that you should just ignore it.

I can confirm this works on macOS Sierra.

What I did was first make sure there were new Foscam plugins located in:
/Library/Internet Plug-Ins
Restart Safari just to make sure it isn't using any old plugins.
Then download the new plugin from the page above. Extract and run that package.
I received a warning about installing software from unknown source so I had to go into System Preferences->Security & Privacy to OK the installation.
After that I simply ran Safari and logged into the camera. My camera is a 9826W
When logging in, I still see the message 'Plugins are not found. Click me to download.' but I ignore that and it works properly.

The download link supplied on the site is to a dropbox download, that to me is enough of a red flag not to download it. Has anyone actually downloaded the 'new' add-in and use it successfully? And virus scanned the heck out of it.

I was quite nervous about installing this dropbox based 'rar' file myself, but I decided that the worst thing that could happen was Hillary Clinton might start running an email server on my machine, so I went ahead and did it as well. I had to download 'The Unarchiver' from the Mac App Store (free of charge) to unpack it.
I also removed the file:
/Library/Internet Plug-Ins/fsIPCamReg.bundle
From Terminal.app:
cd /Library/Internet Plug-Ins
sudo rm -rf fsIPCamReg.bundle
[enter your admin pwd]
then I ran the unarchived rar installer, restarted Safari, and BAM! its working again. Hopefully wikileaks doesn't have access to my system now, but I doubt it.

Although the multi-monitor display was not working, but that I can live with (just open a separate tab for each of the cameras I have). I want to sign off saying that I feel just as bad as others about installing something off of some random dropbox location. Going forward, I am going to purchase only well known brands for IP cams . brands which at least attempt to provide quality software support. Sorry Foscam, your hardware is great, but I have only had trouble with your software.

There hasn't been an update on this and it sounds like the previous solution may have worked but like many others are leary of using a file from an unknown source dowloaded from a questionable location. Foscam US (now Amcrest) seems content with abandoning their customers; however, Foscam EU has provided a Sierra plugin fix/update for their customers. I have downloaded and installed this plugin and can confirm it works. The link below is to the plugin download page for Foscam.eu. Even after install Safari still indicates that the plugin is missing or needs to be updated. Don't attempt to update via the link after downloading and installing the fix downloaded from foscam.eu or it will overwrite the fix and break it again.

After so much frustration with foscam.us (amcrest) I am relieved to have working web access again. I hope this solves the problem for others from a more verifiable source than the other options offered.

I also could not bring my self to use that unknown dropbox file. I used NixNaters approach from the foscam.eu site and it fixed this issue for me.
